Setting ambitious carbon reduction targets, but not following up with equally ambitious policies, has made for good politics, SFU energy economist and Nobel laureate Dr. Mark Jaccard tells a Vancouver conference on "Building a Green Economy."

But if ecological and economic catastrophe from climate change is to be avoided, politicians must walk their talk. One reality is now unavoidable, Dr. Jaccard says: the only way to effectively reduce greenhouse gas emissions that cause global warming is to put a price on carbon. That can be done through a carbon tax, cap-and-trade system, government regulations or a combination of these three policies.
